Their JV company is setting up aircraft maintenance, repair and overhaul facility in Subang
GEORGE TOWN: Boustead Heavy Industries Corp Bhd (BHIC) is expanding into the aircraft maintenance, repair and overhaul (MRO) business following its latest agreement with Eurocopter Malaysia Sdn Bhd.
BHIC executive deputy chairman and managing director Tan Sri Ahmad Ramli Mohd Nor said in an interview that about RM50mil to RM100mil had been allocated for the MRO facility that was being developed at the new Subang Helicopter Centre.
Ramli was speaking on the sidelines of the 11th Langkawi International Maritime and Aerospace Exhibition 2011 (LIMA 11), where the agreement was inked on Dec 7.
“We hold 51% in the joint-venture company, BHIC AeroServices Sdn Bhd, formed with Eurocopter.
“We will operate soon from a temporary facility at Terminal 3 in Subang Skypark, while a permanent one is being developed at the new Subang Helicopter Centre.
“The new facility would provide maintenance services for commercial and military aircraft,” he said.
In another development, Ramli said BHIC's new joint-venture company,Contraves Advanced Devices Sdn Bhd, had yesterday signed an agreement with Rheinmetall Defence Electronic GmbH to make aerospace electronics of ISO 9100 standard.
The agreement includes a comprehensive technology transfer programme and investment in new state-of-the-art facilities for aerospace electronics manufacturing.
“Under the first phase of the project, Contraves would work with local small and medium enterprises to make housing and mechanical components.
“The second phase will deliver 180 production shipments to confirmed European customers.
“Subsequent phases are planned for the new A400M aircraft orders, to expand the scope to include the manufacture of Airbus 330 and A380 aircraft electronics sub-assemblies,” he said.
The value of the two initial phases is likely to exceed RM100mil, while the value of the subsequent phases may be more than RM500mil.
Contraves is a joint venture between BHIC Defence Technologies Sdn Bhd and Rheinmetall Air Defence AG.

Future business for CONTRAVES


The business developments toward our high technology future will start in 2012, and the following is an indication (ie not an exhaustive list) of the new business that has been secured for Contraves. 

  • Airbus Electronic Subsystem Manufacturing: Last week Contraves signed an agreement with Rheinmetall for a multi-phase project to manufacture electronic subassemblies for Airbus A400M, A380 and A330 aircraft. The first phase of the program will be to manufacture PCBAs and to undertake a development program so that we can manufacture aerospace cables, source specialised components and subcontract the manufacture of housings, and then integrate the systems to ISO9100 standard. I cannot overstate the important of getting our quality processes to the highest standard for the manufacturing of these aircraft systems - I am quite sure that none of you and your family do not want to fly on an aircraft that has any component that is not assured to be of the best quality. It will soon be the case that many aircraft will fly with components manufactured by Contraves, so please consider the responsibility that places on all of us to get our manufacturing right. 
  • Soldier Combat Training Centre Systems: Contraves has been selected to manufacture many thousands of sensor vests and associated electronic systems for a vast soldier combat training centre being delivered by Rheinmetall to customers in Europe and the Middle East. This will require some specialised PCBA manufacturing and assembly, and the systems will be required to operate in temperatures below -40deg to more than 50deg, and in mud and sand. Our manufacturing quality must be of the highest standard as these customers will not tolerate failures, even when operated in such harsh conditions. Contraves will also participate in the development phase where our sourcing and engineering teams will become part of the project definition. Full production will start in early 2013. 

  • Reconnaissance and Surveillance Systems: Contraves has been selected by Vinghoek of Norway (a Rheinmetall group company) to source and manufacture complex surveillance system control electronics, and to integrate the complete electro-optic systems, initially for customers in Norway and Malaysia. This will require an additional investment in complex optical test equipment and specialised training of engineers to integrate and align the sensitive electro-optic sensors. This investment paves the way for Contraves to manufacture other electro-optic systems, including those from Rheinmetall in Bremen that are world leaders in this technology. This manufacturing capability does not presently exist in Malaysia, and is extremely rare outside of Europe and North America. Vinghoek is willing to make this investment because they believe that we have the potential to reach these technically very challenging standards. Project definition and basic training will start in 2012, with pre-production activities commencing in 2013. Full production will start from 2014.

  • Second Generation Patrol Vessel: Contraves has teamed with a number of major defence contractors to manufacture and integrate the sensor, weapon and combat systems for Malaysia's Second Generation Patrol Vessel to be build by Boustead. Our scope will include the overall systems integration of the complete combat system under the leadership and guidance of DCNS, France's leading naval systems company that designs and builds everything from aircraft carriers to nuclear ballistic missile submarines. We will also manufacture subassemblies and undertake full system integration of the missile launcher systems, surveillance radars, fire control radars, optronic systems, sonars and combat management system for the six ships in a project that will last ten years. The program includes a vast technology transfer program with enormous opportunities for all of you to develop your career. 
  • New Industrial Customers: We have also secured ABB as a customer and this manufacturing work will start in early 2012. We are also in negotiation with a number of other suppliers to expand our existing customer base. The industrial business will continue to be pursued to ensure that we retain a balanced mix of industrial, aerospace, and defence from different parts of the world.

Boustead Naval Shipyard gets RM9bil contract

KUALA LUMPUR: The Defence Ministry has awarded Boustead Naval Shipyard Sdn Bhd a RM9bil contract to design, build and deliver six second-generation patrol vessels, or littoral combat ships (Frigate Class).
Boustead Heavy Industries Corp Bhd (BHIC) said in a statement to Bursa Malaysia that the contract awarded to its associate, Boustead Naval Shipyard, would be implemented over three Malaysia Plans, 10, 11 and 12.
The delivery of the ship was expected in 2017, with follow-on ships every six months thereafter, it said.
It said the contract would have no material effect on the earnings of BHIC for the current financial year ending Dec 31, but would contribute positively to the future earnings of the group.
None of the directors nor substantial shareholders of BHIC or persons connected with it had any interest, direct or indirect, in the contract, it said.

CONTRAVES AND RHEINMETALL TO MANUFACTURE AIRBUS ELECTRONICS IN MALAYSIA

Contraves Advanced Devices Sdn Bhd  (Contraves) and Rheinmetall Defence Electronics GmbH (RDE) of Germany have entered into an agreement for the manufacture of Airbus A400M Cargo Loading System electronic subassemblies. The agreement includes a comprehensive technology transfer program and investment in new state of the art facilities for aerospace electronics manufacturing.

In the first phase of the project Contraves will establish a dedicated facility in Malaysia for the manufacture of aerospace electronics to ISO 9100 standards, and will undertake a vendor development program with local SMEs for the manufacture of housing and mechanical components. The second phase will deliver 180 production shipments for confirmed European customers with associated spares. Subsequent phases are planned for expected new A400M aircraft orders, to expand the scope to include the manufacturing of Airbus A330 and A380 aircraft electronics subassemblies, and to establish a regionally oriented MRO for aircraft cargo loading systems.

The value of the initial two phases of the project will likely to exceed RM100m, and if all options are exercised the value of the subsequent phases will exceed RM500m over ten years.

RDE is part of Rheinmetall Defence and is one of Germany's leading defence technology companies for surveillance, fire control and command systems, guided weapon platforms, training and simulation systems, UAVs, and aircraft systems. It is a Tier 1 supplier to Airbus for the design and supply of aircraft cargo loading systems. Rheinmetall AG is an MDAX company listed on the German Stock Exchange.


Contraves is a joint venture company between Boustead Heavy Industries Corporation Berhad and Rheinmetall Defence. The JV Agreement envisages the development of Contraves from an industrial electronics manufacturer to a diversified, high value manufacturer and integrator of aerospace and defence electronics. These aims are consistent with Malaysia's Economic Transformation Program.

Gowind and the sub-systems of SGPV -


Gowind pula diakui sebagai sebuah platform dengan teknologi halimunan antara terbaik pernah dicipta, hasil penyelidikan dan pembangunan (R&D) panjang DCNS, iaitu syarikat perkapalan yang membekal kapal selam pertama negara.

Kadar pantulan radar kapal ini sangat rendah menyebabkan ia sukar dikesan musuh dan di rantau Asia, negara yang memiliki aset sedemikian hanyalah Singapura, melalui kapal friget kelas Delta, juga hasil kerjasama dengan syarikat Perancis.

Walaupun dianggap jauh lebih berkemampuan berbanding Sigma 10614 dalam aspek halimunan, kekurangan Gowind adalah belum teruji sepenuhnya kerana DCNS sendiri, masih membuat beberapa kajian.

Sebenarnya, selain daripada pemilihan platform yang memiliki teknologi halimunan termoden, program LCS juga bakal menyaksikan kemasukan peluru berpandu pertahanan udara, antikapal permukaan serta sistem antikapal selam tercanggih di rantau ini.

Ini kerana, bagi pertahanan udara umpamanya, peluru berpandu Evolved Sea Sparrow Missile (ESSM) keluaran Amerika Syarikat (AS), yang mampu memusnahkan mana-mana pesawat moden sehingga jarak 50 kilometer (km) dikatakan menjadi pilihan TLDM.

Begitu juga dalam aspek antikapal permukaan. TLDM khabarnya telah memilih untuk menggunakan peluru berpandu berteknologi halimunan buatan Norway, Naval Strike Maritime (NSM) yang mampu menyerang kapal musuh sehingga jarak 180 kilometer.

Bagi menangani ancaman kepal selam pula, TLDM memilih untuk menggunakan sistem torpedo sedia ada, tetapi kemampuan sistem sonar akan dipertingkatkan seoptimum mungkin dengan pemasangan Hull Mounted Sonar (HMS).

Jika perkara itu menjadi kenyataan, sejarah bakal tercipta kerana inilah kali pertama Angkatan Tentera Malaysia (ATM) akan memiliki payung perlindungan udara sehingga jarak 50 km, selain TLDM sendiri bakal menjadi pengguna pertama ESSM di rantau Asia Tenggara.

Selain itu, kemasukan NSM dalam inventori TLDM juga bakal melonjakkan kuasa tempur organisasi tersebut memandangkan, peluru berpandu jenis Exocet 40 Blok II yang dipasang pada Friget Kelas Jebat dan Korvet Kelas Kasturi hanya mempunyai jarak membunuh sehingga 70 km.

Satu lagi peluru berpandu antikapal milik TLDM yang dipasang pada kapal Korvet Kelas Laksamana, iaitu Otomat Teseo Mk2 juga masih tidak mampu menandingi jarak dan kecanggihan NSM kerana hanya mampu menenggelamkan kapal musuh sehingga jarak 130 km.

Mengulas mengenai perkembangan tersebut, Panglima Tentera Laut, Laksamana Tan Sri Abdul Aziz Jaafar mengakui, hanya kapal kelas Sigma 10614 dan Gowind sahaja yang masih kekal dalam senarai pendek untuk program pembangunan LCS.

Bagaimanapun katanya, segala keputusan akhir mengenai platform mana yang hendak dipilih terletak sepenuhnya di tangan kerajaan kerana selain pertimbangan teknologi, faktor kemampuan kewangan kerajaan turut diambil kira.

Namun tegasnya, sebagai pengguna, TLDM sudah pasti mahukan sebuah platform yang ampuh, bukan sahaja dalam soal halimunan dan kemampuan peperangan tiga dimensi tetapi, kapal yang hendak dipilih mestilah telah terbukti kemampuannya.

Menurut Abdul Aziz, ini kerana LCS bakal berada di barisan hadapan perairan negara, sehingga jarak 200 batu nautika dan dengan mengambil kira ketegangan di kepulauan Spratly, sudah tentu aset tempur itu akan lebih banyak 'bermain' di Laut China Selatan.

"Program ini merupakan satu peluang yang tidak boleh dilepaskan oleh TLDM kerana jika tidak, negara akan rugi. Kapal LCS bukan sahaja mampu memastikan kedaulatan negara terus terpelihara tetapi industri pertahanan tempatan juga akan meraih limpahan teknologi.

"Jika peluang ini dilepaskan atau memakan masa terlalu lama, TLDM bakal berdepan dengan kekangan dari segi jumlah aset kerana banyak kapal permukaan kami telah diserah kepada Agensi Penguatkuasaan Maritim Malaysia (APMM). Ini sudah pasti menjejaskan operasi kami," katanya.

Mengenai jenis persenjataan yang bakal dipasang, beliau enggan mengulas secara terperinci tetapi mengesahkan TLDM berminat dan berhasrat untuk menggunakan sistem persenjataan baru bagi meningkatkan lagi keupayaan cegah rintang negara.

Katanya, beberapa jenis sistem persenjataan baru telah dinilai oleh TLDM dan perkara itu jika tiada sebarang masalah akan dipasang terus kepada kapal LCS kerana pembinaan aset tempur tersebut tidak lagi mengaplikasi konsep 'fitted for, but not with'.

"Apa yang saya boleh sahkan ialah apabila siap, kapal ini bakal memberi peningkatan berganda kepada elemen cegah rintang kerana ia akan dilengkapi dengan sistem peperangan tiga dimensi yang jauh lebih mantap dan berbisa, berbanding apa yang kita ada sekarang," ujarnya.

Malaysia SGPV - GOWIND CLASS

My new projects for 2011 is SGPV. I'm proud that both OPV class for RMN, i was involved both projects with different companies. My roles, as to my liking, involving TOT, local contents and developing local capabilities.
I was so fortunate to work closely with Malaysia Defence Industry , DR KOGILA, JPM and OEM.
Off course , don't want to be out of trend, our new partner is PEMANDU.
Yup, there was a different level. On Previous projects , i was totally involve and working very close with the user RMN, Treasury and PERO, of course JPM too.(nothing can be done without JPM approval!)
Why am I not working with the Navy anymore.? The concept is user will came out with operational requirement, treasury look after the money, DID will look on add value to Malaysia economic and PEMANDU will recommend to JPM based on operational capability, within budget and value for developing Malaysian industry. 
Very interesting task and i love every seconds of the challenge, power grabbing and hyper-tension as psychological warfare .


The end result is very encouraging, for Malaysia industry will receive over RM1b value of jobs locally. It will be distributed all over Malaysia Melaka, Cyberjaya, Lumut, Kulim and others.
The aim to achieve high income nation could be faster with this project. yes we looking for people, competent engineers, experience or non-experience, supply chain manager, aerospace engineer, Project manager and several positions.
We also engage with PEMANDU to bring back our brain from oversea, offering world market salary to work back in MAlaysia.

There are a lot of positive things happened from SGPV project. Which I can see the transparency people dealing with it. Of course there are setback, but hey..this is open competitions, sometimes you win, sometimes you lost.

So what are we getting?

Sumber pertahanan memberitahu Utusan Malaysia, model baru itu mempunyai reka bentuk halimunan termoden yang setanding dengan keupayaan halimunan kapal friget kelas Delta milik Singapura yang diiktiraf selaku kapal perang tercanggih di rantau ini selain, memiliki kemampuan tempur tiga dimensi yang mantap.

Umum telah ketahui melalui projek NGPV yang lalu, negara telahpun berjaya membina sendiri kapal perang, kategori corvettes berdasarkan design Meko100, kini projek kedua yang dipanggil SGPV bakal disambung dengan pembinaan sebanyak 6 buah lagi dan telah dinyatakan projek ini akan menghasilkan kapal yang lebih besar dari NGPV yang terdahulu.
Walaupun tidak dinyatakan dengan rasmi jenis model kapal perang canggih yang bakal dibina, jika diamati dari ungkapan diatas dan beberapa gambar contoh Kapal LCS yang dipaparkan dalam majalah perajurit edisi Januari 2011, terdapat sebuah kapal yang bercirikan stealth di dalam artikel tersebut dan antara faktor lain juga pada pameran IMDEX 2009, juga dapat dilihat  syarikat DCNS ada menawarkan kapal stealth generasi baru kepada negara-negara asia yang berminat, lihat contoh gambar di atas:

Kapal Kelas Gowind buatan DCNS iaitu syarikat perkapalan sama yang membina kapal selam pertama negara. Selain dibina dengan aplikasi teknologi halimunan, Kapal Gowind yang sepanjang 105 meter juga mampu membawa 16 peluru berpandu pertahanan udara jarak sederhana (50 kilometer) sama ada Aster 15 atau Mica RF; lapan peluru berpandu antikapal (Exocet, Harpoon atau RBS-15 MK.3) serta torpedo.

Ianya adalah kategori kapal 'stealth' design jika dibandingkan dengan kapal-kapal projek DELTA Singapura yang mengambil kriteria rekabentuk kapal 'La Fayette' didalam membina kapal perang, iaitu dari Kelas Formidable' yang dimilik sebanyak 6 buah kesemuanya.

Kapal -kapal ini mempunyai kadar deteksi radar yang sangat rendah(RCS) , berdasarkan rekabentuknya yang mampu membalikkan signal deteksi radar ke arah yang lain dan bukannya ke arah kapal. Berpemukaan rata dan penggunaan cat yang berupaya untuk menyerap signal-signal penjejakan radar, menjadikan ianya bersifat stealth.

Langkah memproduksikan kapal-kapal  berteknologi tinggi ini adalah langkah yang sangat tepat memandangkan teknologi dunia yang semakin maju dan memberi manfaat kepada industri perkapalan tempatan dalam menguasai kepakaran dalam pembuatan kapal- kapal perang moden dan canggih, sesuai dengan peredaran masa.

nota penulis: lega bila mendengar bahawa kapal ini nanti tidak berkonsepkan ' fitted but not with'.Harapan penulis, at least ASTER 30, digunakan sebagai persenjataan SAM, atau lain-lain tetapi mempunyai jangkauan yang sama dengannya.

Tentera Laut Diraja Malaysia (TLDM) tidak akan menggunakan kapal Meko A-100 yang menjadi asas kepada Kapal Ronda Generasi Baru (NGPV) untuk membangunkan skuadron Kapal Tempur Pesisir (LCS) sebaliknya, ia menggunakan model baru yang lebih canggih. Sumber pertahanan memberitahu Utusan Malaysia, model baru itu mempunyai reka bentuk halimunan termoden yang setanding dengan keupayaan halimunan kapal friget kelas Delta milik Singapura yang diiktiraf selaku kapal perang tercanggih di rantau ini selain, memiliki kemampuan tempur tiga dimensi yang mantap. Jelasnya, pembinaan LCS daripada model baru tersebut juga akan membolehkan negara menguasai pembuatan kapal perang termoden sekali gus, memenuhi tuntutan pertahanan abad ke-21 yang menekankan kepada ciri-ciri halimunan kerana kerajaan bukan sahaja membeli kapal tersebut tetapi teknologinya sekali.

Persembahan Aerobatik 1Malaysia Tarikan Baru LIMA'11

KUALA LUMPUR, 17 Feb (Bernama) -- Persembahan aerobatik oleh 1Malaysia Air Display Team menerusi lima pesawat Extra 330 milik syarikat Aero 3 dari Jerman, bakal menjadi tarikan istimewa pada Pameran Udara dan Maritim Antarabangsa Langkawi 2011 (LIMA'11) pada Disember depan.

Panglima Tentera Udara Diraja Malaysia (TUDM) Jen Tan Sri Sri Rodzali Daud berkata pesawat-pesawat itu akan diterbangkan oleh juruterbang TUDM sepanjang seminggu penganjuran LIMA'11 mulai 6 hingga 12 Dis nanti.

"Pesawat pertama Aero 3 sudah diterima dan kini sedang menjalani latihan. Kita jangkakan ia akan diterbangkan untuk membuat persembahan pertama sempena Hari Keputeraan Sultan Pahang pada 12 Mac nanti," katanya kepada pemberita selepas pelancaran LIMA'11 oleh Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi di sini Rabu.

Rodzali berkata 1Malaysia Air Display Team, yang merupakan kerjasama industri antara Aero 3 dan TUDM, juga akan menyertai pameran di luar negara selain terbabit dalam persembahan dan pameran di peringkat kebangsaan dan negari.

Beliau berkata untuk permulaan, pesawat itu yang berpangkalan di Pangkalan Udara Sungai Besi, akan dikendalikan oleh juruterbang TUDM.

Rodzali berkata selain itu, penglibatan kali pertama pesawat komersil juga akan menjadi tarikan penganjuran LIMA'11.

"Sehingga kini empat syarikat penerbangan telah memberi persetujuan untuk turut serta dan kita akan cuba bawa untuk pamerkan pesawat-pesawat baru seperti Airbus A380," katanya.

Menurutnya walaupun kumpulan aerobatik Suryakiran dari Tentera Udara India dan Red Arrow Tentera Udara DiRaja United Kingdom tidak dapat menyertai LIMA'11, namun ia tidak akan mengurangkan tarikan LIMA'11 berikutan penyertaan aerobatik dari pasukan China, Australia, Itali, Pakistan, United Kingdom dan Rusia.

"Sukhoi SU-30MKM, MIG-29N,MB-339CM, FA-18D Hornet juga akan turut terlibat membuat persembahan," katanya.

Bagi Tentera Laut Diraja Malaysia (TLDM) pula, persembahan demonstrasi melibatkan agensi penguatkuasaan maritim seperti Pasukan Gerakan Marin Polis Diraja Malaysia (PDRM), Agensi Penguatkuasaan Maritim Malaysia (APMM), Bomba dan Kastam akan menjadi tarikan selain kapal selam TLDM.

"Seperti LIMA09, tahun ini kita akan bawakan juga salah satu kapal selam kita untuk orang ramai melihatnya secara lebih dekat," katanya.

Sehingga kini, katanya sebanyak empat negara telah melahirkan persetujuan untuk turut serta dalam LIMA'11 dan menjangkakan penyertaan itu bertambah dari semasa ke semasa.

"Sehingga kini, empat negara jiran telah bersetuju dengan tujuh buah kapal kesemuanya dan kita harap penyertaan kapal-kapal negara luar akan mencecah hingga 12 buah kesemuanya seperti yang kita terima pada LIMA dua tahun lepas," katanya.

Sementara itu, Ketua Setiausaha Kementerian Pertahanan Datuk Dr Ismail Ahmad berkata sehingga kini, sebanyak 65 penyertaan diterima dan dijangka mencapai 90 peratus pada akhir September nanti.

Katanya LIMA'11 dijangka yang terbaik penganjurannya dengan kerjasama kali pertama daripada agensi komersil termasuk Perbadanan Pembangunan Perdagangan Luar Malaysia (MATRADE) dan Lembaga Kemajuan Perindustrian Malaysia (MIDA).

"LIMA'11 menjangka menarik 500 syarikat dan lebih 50 ribu pengunjung dan pelabur. Sehingga kini, 31 buah negara telah bersetuju untuk turut serta yang pastinya akan memberi impak yang besar kepada negara," katanya.

Pameran akan diadakan di Dewan Pameran Antarabangsa Mahsuri (MIEC) dari 10 hingga 5 petang dengan bayaran tiket RM10 seorang, kadar yang sama pada LIMA09 " katanya.

Karnival Pelancongan LIMA'11 di Awana Porto Malai pula akan dibuka dari 10 hingga 12 tengah malam.

Lima '11 to draw greater interest and participation

This year's Langkawi International Maritime and Aerospace (Lima) exhibition is expected to attract 500 companies and more than 50,000 trade and public visitors from all over the world.Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said to date, nearly 70 per cent of available floor space had been taken up, with 31 countries confirming participation.
"This reflects a substantial increase in interest from the maritime and aerospace industry in Malaysia and the region," he said at the launch of Lima '11 at the Matrade Exhibition and Convention Centre yesterday.
More than 500 guests, including ambassadors, high commissioners and members of the armed forces, were present.
"Asia is widely recognised as a major growth region for the maritime and aerospace industry over the next 10 to 15 years. The country is gearing itself to be a major hub for several sectors," said Zahid.
"This includes maintenance, repair and overhaul, aerospace components manufacturing, commercial and corporate aviation and commercial shipbuilding."
He said to achieve a more balanced portfolio at Lima '11, commercial aviation and shipbuilding aspects had been added to the exhibition.
"By opening the exhibition to the commercial sector, Lima will provide more opportunities for companies to tap into this lucrative market."

The Defence Ministry will also collaborate with relevant ministries and government agencies to ensure the successful adoption of this new initiative.
One of the major attractions of this year's event is the Airbus A400M airlifter, which makes its debut.
The government had ordered four of the powerful aircraft to supplement the Royal Malaysian Air Force's fleet of 15 Hercules C-130s several exhibitions ago.
Zahid also witnessed the signing of deals for the participation of 15 major aerospace and maritime companies at Lima '11. They include Rolls Royce, Rostech of Russia, Fincantieri of Italy and EADS, the parent company of Airbus.
"So far, seven ships from four countries are confirmed to be attending in December. The Royal Malaysian Navy will also be showing about 30 vessels, including one of its submarines.
"The 1Malaysia Air Display Team will also be making its debut with the German-made Extra 330, an aerobatic monoplane."

Commercial aviation and shipbuilding segments will be added to the eleventh session of the Langkawi International Mari­time and Aerospace Exhibition (Lima ’11) show later this year, the Defence Minister said.
Datuk Seri Dr Ahmad Zahid Hamidi said segments of commercial and corporate aviation, commercial shipbuilding, maintenance, repair and overhaul and airport equipment and services would be re-introduced at this year’s exhibition.
“The segments are in line with expectations that Asia will lead global traffic by 2028. The exhibition for the commercial sector will provide more opportunities for companies to tap this lucrative market,” he said at the Lima ’11 launch at the Matrade Exhibition and Convention Centre here yesterday.
The exhibition will be held from Dec 6 to 10 in Pulau Langkawi.
Among the major attractions at this year’s show are the new Airbus A400M Airlifter aircraft, four of which are expected to supplement the RMAF fleet of 15 Hercules C-130s by 2015.

SLEP KD KASTURI

The SLEP for the Kasturi which was first announced publicly at Lima 2007 has finally been given the go ahead. It was supposed to start last year but as the RMN chief stated in his New Year Message (2009) he was dismayed by the decision to defer the project.
The project is contracted for almost a billion ringgit for two ships, which are already more than 25 years old. I guess it will be faster to repair these tired ships rather than try to spend the time to persuade the powers that be that we need new ships and a lot of them ASAP!
I am not being cynical but I hazard to guess the contract signing will be done at Lima 2009 next November and with the “signing” the business done at the show has gone up by almost one billion.
As I mentioned before the SLEP should have been done years ago to validate the systems meant for the Kedah class. But we chose the long and unprofitable route….

Boustead Unit Gets RM 703.823 Million Contract From Defence Ministry

KUALA LUMPUR, Aug 12 (Bernama) — Boustead Holdings Bhd has been awarded a contract worth RM703.823 million from the Defence Ministry to undertake the Service Life Extension Programme of Kasturi Class Corvettes.

Unsurprisingly the recent announcement regarding the Second Generation Patrol Vessel program has the DAP up in arms (though noticeably its PR colleagues in PAS and PKR have been fairly quiet on it or maybe I missed something somewhere).
I do find it amusing that DAP member Liew Chin Tong said the ships would be better built overseas as it would be cheaper but provided no facts on it and at the same time alienates the people of Lumut where the ships would be built, and there I thought Pakatan Rakyat wanted to win back Perak. I actually wonder if the ships were to be built in Selangor, Kedah, Kelantan or Penang, would Liew still recommend the ships be built overseas?
Meanwhile DAP MP’s Tony Pua has put out a statement on the purchase of 6 offshore patrol vessels, Pua’s assertions though, particularly in regard to similar vessels comparison are fairly misleading to those unfamiliar with defence issues but which a number of people are likely to buy wholesale.
Before going into that sphere though, Pua’s assertion that the Ministry of Defence has a practice to award contracts before well before the terms of contract has been finalized should be addressed. The problem in this is that Pua confuses a Letter of Intent as in regard to the AV8 AFV and OPV announcements as to an actual contract.
An LOI is actually a document outlining a preliminary agreement between two parties before the actual contract is finalized and an official notification that the two parties are negotiating. In most cases it is also to clarify key points for complex deals and to provide safeguards for both parties if neither can agree on the final terms of the contract, and mostly it is non-binding in contrast to a contract.
A potential value is announced by the government in an LOI for various reasons however it often is not the actual value when the contract occurs, particularly in regard to complex arms purchases. The LOI value is actually an indication of how high the ceiling value of the contract will be provided that the company meets all that the government requires or specifies in terms both in terms of technical and delivery requirements and also if the company offers additional services, equipment etc to the government which the government had not considered in the deal but would like to also include in the deal since the company is offering it.
Basically the government is telling the company that is has X amount of money for the deal provided the company meets all that it wants and if possible offers more, but in most cases this never happens, the company naturally has it’s own idea as to what it will for provide for a particular amount and the result is both the government and company will then negotiate down to a deal satisfactory to both parties.
The ceiling value is also there so that for the government, it can allocate and plan accordingly for the future as such negotiations may take months so in essence it is necessary for the government to plan based on the highest possible cost though in actuality this would not occur and the contract price would be less. The ceiling value is also necessary for the company in the contract so that it can show to its shareholders, financiers and investors that it has a potential deal valued at such an amount in the works.
In the past, under previous administrations, one of the most common complaints of defence companies was that the Malaysian government often would not give any indications publicly of how much a defence deal was potentially worth, which made it hard for companies to justify their efforts to shareholders and investors and also obtain financial backing.
Occasionally companies would not be told of the ceiling value but only the requirements and as a result would submit something which met the requirements but be above what the government was willing to pay. Setting a ceiling value offers the company a figure to work around with during the negotiations to meet the potential contract.
Now Pua’s analysis of ship prices is very much the approach of those unfamiliar with the defence field, namely to look on the internet for news reports of contracts on similar type ships and then contrast prices, unfortunately it doesn’t quite work that way for defence contracts for several reasons, first off, the Second Generation Patrol Vessel is a type known as a Corvette warship, however corvette vessels range in weight from 500 tons to slightly above 2000 tons, so in Pua’s case some of the warships he compares are less in tonnage and size than the SGPV’s planned 2,200 tons and 99m length and in the case of the Greek Super Vita, or Roussen class, he has got the comparison wrong as the Roussen class is actually a Fast Attack Craft of 580 tons and 62m in length, so it’s like comparing a mini-Cooper to a 4x4 WD in price.
Of course, naturally people will say why not divide the price by tonnage for comparison but again this is not possible for three factors, firstly, there key differences to ships even if of similar size and tonnage due to the type of equipment they mount such as weapons, electronics, engines etc and their design along with construction material, all of which makes substantial differences to the price.
Secondly, is the time of the ships were contracted for, defence prices are not static prices, and citing prices for ships contracts 5 years or more ago do not reflect current prices. Finally a contract for a ship or ships is not just for the ships alone but also maintenance, support, training and delivery, hence if you decided to forgo maintenance, support and training options the cost would be lower, a slower construction/delivery schedule could result, depending on the negotiations, being cheaper or costing more in the fact that you have a series of lower payments but adds up to more in the end, pretty much like loans or hire-purchase.
In all Pua’s ship price comparisons, it all falls foul of the first and second factors so much that it makes the third factor pretty much moot. Morever his statement that the US built its LCS for at a budget US$300 million is wrong, the US may have budgeted such but there had been warnings that the US was too overoptimistic on the price which eventually ended up costing US$637 million and US$704 million respectively for each of the two different design initial ships.

 Indonesia spend 3% of GDP, Singapore 4.9%, Thailand 1.8%, Malaysia 2%. SIngapore even has a domestic supplier. Indonesia has 2 subs and planning to buy more in 2011, Singapore have subs since 1995 (6 of them), Thais are looking into purchasing subs this year as well.
