LUMUT - NAVY CITY PARADE 2026 ON NAVY DAY

 LUMUT, 1 Mei 2026 – Lumut Navy City Parade sempena Sambutan Hari Ulang Tahun Tentera Laut Diraja Malaysia (TLDM) ke-92 telah berlangsung dengan penuh meriah di Dataran Lumut. Acara bersejarah ini turut menandakan pengiktirafan Lumut sebagai Bandar Tentera Laut, Pelancongan dan Maritim—status yang telah diisytiharkan sejak 2009.


DYTM Raja Muda Perak Darul Ridzuan, Raja Jaafar Ibni Almarhum Raja Muda Musa, berkenan mencemar duli menyempurnakan Majlis Perasmian Lumut Navy City Parade. Keberangkatan baginda yang mewakili DYMM Paduka Seri Sultan Perak Darul Ridzuan, Sultan Nazrin Muizzuddin Shah, telah disambut oleh Menteri Besar Perak, YAB Dato’ Seri Saarani bin Mohamad, serta Panglima Armada Barat, Laksamana Madya Dato’  Baharudin bin Wan Md Nor.


Turut hadir Setiausaha Kerajaan Negeri Perak, YB Dato’ Ahmad Suaidi bin Abdul Rahim, barisan Orang Besar Negeri, Jawatankuasa Laksamana TLDM, serta ketua-ketua jabatan negeri dan persekutuan.


Lebih 3,000 pengunjung hadir memeriahkan acara, sekali gus mencerminkan sokongan padu masyarakat terhadap TLDM dan peranan strategiknya dalam menjaga kedaulatan perairan negara.


Sebanyak 24 kontinjen telah menyertai perarakan melibatkan TLDM, Tentera Udara Diraja Malaysia (TUDM), Polis Diraja Malaysia (PDRM), Agensi Penguatkuasaan Maritim Malaysia (APMM), Majlis Perbandaran Manjung (MPM), Jabatan Sukarelawan Malaysia (RELA) serta penyertaan komuniti setempat.


Kemeriahan acara turut disemarakkan dengan lintas hormat aset-aset maritim TLDM dan APMM sebagai simbol kekuatan serta kesiapsiagaan pertahanan negara di perairan.


Secara keseluruhannya, Lumut Navy City Parade 2026 bukan sahaja menyemarakkan semangat patriotisme dalam kalangan masyarakat, malah menegaskan komitmen berterusan Tentera Laut Diraja Malaysia dalam mempertahankan kedaulatan perairan negara serta memperkukuh hubungan erat antara angkatan tentera dan rakyat.

Defense Maritime Industry In Malaysia : just how bad is the situation ?

In dialogue and survey session by KPMG involving more than 20 MIDES and VDP companies in February 2021, the most number of complaints submitted was the dire state of the ecosystem. This is as a result of the postponement of the LCS Project and nearly 3 -year -old debts that have not yet paid by BNS. Many of the vendors are in a danger zone due to pressure to clear outstanding payments from suppliers, banks, and government authorities.

MASTRA calls upon the Ministry of Defence Malaysia and the ministry of Entrepreneurs and Cooperatives Development to look into the plight of the entrepreneurs, vendors, and SME's affected by the alleged non-payment. While the government’s efforts in reviving the LCS project are commendable the sustainability of the SME’s must be included in the equation. MASTRA proposes that direct payment to the SMEs be made a precondition of the revival plan.

STRIDE ought to be  under Markas BERSAMA , looking after the interest of all services of MAF , with representative from APMM and Marine Police. Restructure and Reassign STRIDE  for a wider scope of responsibility and accountability. Perhaps jointly with BIP . It must be properly organised with separate  Divisions taking care of Aeronotics, Marine and Automotive. include a 'Proactive' Division for Defence Industry . 

Participations headed by Veteran Senior Officer from Engineering Branch of the  TD, TLDM or TUDM, with council members representing the industry in  Automotive, Marine and Aeronautical Services. 

According to internal sources, STRIDE has no fund to do R&D, past develop project management and events led to loss of confidence in STRIDE's capability in managing innovations , hence sceptics to provide funding.

STRIDE should not continue as the old Defence Research Centre (PSTP) - more for fuel oil and material test labs!

 

Maritime Industry

MiGHT ought to Review and Audit their Maritime Strategy for 2020 that was published in 2011. They should identify  progress and more importantly shortcomings of the strategy up to this date and propose viable solution through Direct Interaction with in-country marine  technology practioners , and ONLY move forward from there  with  more practical and achievable steps . There were too much Way Forward ! yet if still sluggish to 'MOVE FORWARD' ,  it will not take our National Marine Technology Competencies and Sustainability to ANYWHERE ! So much were left out or ignored, at least over the last decade!

MASTRA suggest there a must change the KPI mentality to PDCA mentality in these agencies, besides Improve Governance. Their role is also governance , Tighten requirements for made in Malaysia and Malaysian products. This must Reflect in tender specification, Encourage integration and systems production.

Maintenance contracts should be given to 100% locally owned companies to promote and strengthen self-reliance. Clean up licensing and registrations. Clean up GLCs. Close the non-strategic collaboration. 

At a time when our ecosystem in bad shape we need to do the needful.

 If OEM still required, they must go through local 'technologically related and competent' companies.

We are aware of the problems exist, so how do we counter this or manoeuvre ourselves in this ecosystem ?

For more almost 15 years since our involvement in the industry in AMIM in 2006, we keep seeing plans after plans being launched by VVIP and yet our industry remains almost as 40 years ago. All these seminar, conference and workshop nicely done and presented documents are just for KPI or show only.

Perhaps the Ministry taking care of Technology. Development and Sustenance , such as MOSTI, and Ministry responsible for survival and progress of SMEs , perhaps MITI, are not fully aware, or indifferent,  on the plight of  Malaysian Marine  Industry ?

Navy scandal could involve more than RM48m

IPOH, March 17 — Investigations into the naval procurement scandal revealed a whopping RM48 million exchanged hands between the Royal Malaysian Navy’s fleet supply depot in Lumut and suppliers.
A Malaysian Anti-Corruption Commission (MACC) insider believes this could be the tip of the iceberg as the budget allocated by the government to the depot for procurement of fleet parts is RM300 million. 
He believes more navy officers could be involved in the scandal.
The insider said the figure could grow as the MACC had only been able to identify 21 suppliers since it began its investigations last Tuesday.
Yesterday, the MACC applied to extend the remand orders on six navy officers and five civilians at the lower court complex here.
Four other suspects — all civilians — were released without bail subject to them being called back as witnesses for the MACC. 
The six navy officers and five civilians have been remanded for three more days until Thursday. 
Malay Mail learnt the six navy personnel include a captain and two lieutenant-commanders.
The source said information obtained by the MACC following the arrest of the suspects pointed to thousands of false transactions that could amount to more than RM48 million.
This amount involves only 21 suppliers but it is understood there are more than 2,000 suppliers registered with the navy’s  fleet supply depot.
The source said the MACC hoped to track down other suspects.
He said  the  current    investigations included scrutinising bank accounts and also looking into movable and immovable assets, including the movement of money.
The commission will also likely look into major transactions involving those yet to be arrested.
Malay Mail had reported that millions of ringgit had exchanged hands between suppliers and members of the fleet supply depot over the past five years. 
Both parties had gone on to splurge their ill-gotten gains by buying expensive personal items and luxury vehicles.

MACC to question more senior officers over questionable Lumut naval accounts


IPOH, March 14 — The Malaysia Anti-Corruption Commission (MACC) is digging deeper into procurement malpractices at the Royal Malaysian Navy's Lumut base to determine the extent of such activities.
Malay Mail understands that MACC is wants to find out if more navy personnel were involved in the multi-million ringgit scandal.
An MACC source said the commission was expected to cast its net wider as it believed more people could have been involved.
The source said there was a likelihood that the six navy staff under remand had accomplices at the naval base.
“With many staff (working at the procurement section) there is a likelihood there are others who had been involved in these corrupt practices.”
The source said the investigation on six navy personnel and nine civilians was expected to lead to more arrests.
Malay Mail had earlier reported MACC's concern that certain documents pertaining to the illegal transactions could either be hidden or destroyed.
These include false or exaggerated claims and banking transactions.
Asked if MACC was looking at nabbing big fish, the source said the commission was not discounting any possibility.
“Nothing is precluded. If there are higher-ranking officers involved, we will nab them. However, such a move hinges on the outcome of our investigations.”
Among the six navy staff remanded until Monday are a husband and wife who are lieutenant-commanders. The couple worked in different sections at the naval base.
The MACC arrested five navy personnel, including a woman officer, and nine civilians on Monday evening for alleged involvement in the scandal.
This was followed by the arrest of another officer, the husband to the woman officer, on Wednesday.
The scandal came to light when it was discovered that some navy staff were living beyond their means by accumulating assets, including properties and expensive items such as luxury watches and cars.

Ex-admiral: Group manipulated Navy procurement system


IPOH , March 16 — The procurement method used by the navy to source parts for its fleet may have been manipulated by a small group of Royal Malaysian Navy staff and suppliers to mark up prices of certain items, claims a former high-ranking naval officer.   
Retired First Admiral Mohamad Imran Abdul Hamid, who served for several years at the Lumut naval base, said fleet procurement came under a special unit called Depot Bekalan Armada (Fleet Supply Depot).
This unit sourced parts from suppliers through a three-tier procurement system.
In an interview with Malay Mail yesterday, Imran said the three tiers of procurement were known as the Quotation Management System (QMS), e-procurement and e-bidding.
In detail, he said QMS was used to source parts which cost RM20,000 or less each.
If the part costs between RM20,000 and RM50,000, the e-procurement method is used.
E-bidding is for parts costing between RM50,000 and RM250,000.
He said the Fleet Supply Depot was headed by a commanding officer, usually a captain, with a commander as his deputy.
“Below them are the material controllers or MCs,” he said.
“Each MC is in charge of different parts or needs of the fleet.
“It is the MCs who normally send out the request for parts to suppliers using one of the three procurement methods.
“In the case of the e-bidding, when tenders have been received, a special panel consisting of the MCs, the commanding officer and the deputy will decide on the best pricing.” 
Asked how it was possible for the depot staff to mark up prices if the three-tier procurement mechanism already exist, Imran said it was not impossible provided the staff in the depot unit had “an understanding” on the matter.
He said he was aware of a particular naval part which was purchased for more than RM180,000 when he claimed it cost only RM30,000.
“I brought it up in Parliament and urged the government to tighten the naval procurement system,” said Imran, who became MP for Lumut after he retired from the navy.
He said it needed “teamwork” or “network” already established between the navy staff and suppliers over a long period of time to enable millions to change hands between the two sides.
Pointing out the probable way the two sides manipulated the system, he said this could have been done by pushing up an item fit for QMS or e-procurement into the e-bidding system.
“Let’s say one of the items to be procured is worth RM20,000.
“By right, the depot unit should use the QMS method to acquire it.
“However, this item is pushed either to e-procurement or e-bidding.
“Of course, the money is bigger in e-bidding.
He said once suppliers have locked in their quotations by the end of the tender period, the tenders are then reviewed by the procurement panel at the depot.
Since the value of items are not in millions the decision is finalised at the panel stage.
Imran, who once headed the navy’s logistics department, said once an item was purchased at a higher price, the procurement record would carry the new higher price instead of the older lower price, thus “helping” the “fixers” to reap profit from the marked-up item even for future transactions.  
He stressed the procurement method would be susceptible to manipulation as long as the same staff were allowed to work in the same unit for years.
Last week, the MACC arrested six naval personnel and nine suppliers in connection with malpractice and corruption in the order of millions of ringgit, believed to have been carried out over the past five years.
All 16 of them are remanded until today but the MACC is expected to apply for an extention of their remand period.

The MACC has yet to comment officially but the result of the investigations has apparently been leaked selectively by concerned insiders at the commission to the media. The investigations centre on the last five years.
The RM48 million scandal, according to the leaks, “could be the tip of the iceberg, as the Lumut depot handles an annual RM300 million budget”. In that case, the list of suppliers involved would be more than the 21 identified so far since the investigations began last Tuesday. Some 2,000 suppliers are registered with the navy in Lumut.
The MACC sources were commenting on the case of six navy officers – including a captain and two lieutenant commanders — and five civilians who had the remand order against them extended on Monday to another three days.
Another four suspects, all civilians, have been released without bail but will reportedly “appear as witnesses on behalf of MACC on the case”.

EKSESAIS BERSAMA TLDM-TUDM (ANGSA 8/2013)

Eksesais bersama TLDM dan TUDM, yang lebih dikenali sebagai ANGSA 8/2013 berakhir telah berjaya dilaksanakan dengan mencapai semua objektif yang telah disasarkan. ANGSA 8/2013 berlangsung mulai pada 26 Ogos hingga 13 Oktober 2013 bertempat di Pusat Taktik dan Maritim (PUSTAKMAR), Pangkalan TLDM Lumut, Perak Darul Ridzuan.                

Eksesais ini turut dijayakan dengan penglibatan Tentera Darat Malaysia yang menyumbang kepada kejayaan eksesais pada kali ini. Sesuai dengan usia 8 tahun perlaksanaannya, ANGSA menampakkan kematangan dan keberkesanan bersesuaian dengan objektif yang telah digariskan. Secara keseluruhannya, latihan secara Command Post Exercise (CPX) atau Pos Pemerintahan (POSTAH) kali ini menekankan aspek interoperability antara perkhidmatan berjaya mencapai objektif utamanya iaitu:
         
a.       Untuk Meningkatkan Keboleh-Operasian Antara Perkhidmatan           dalam Menyokong Pengoperasian Bersama.
          b.       Untuk Melaksanakan Perancangan Operasi Maritim Secara Bersama (Joint Maritime Operation).
          c.       Melaksanakan Command Post Exersice (CPX) menggunakan Joint           Theater Level Simulation (JTLS).

Secara keseluruhannya, penanda aras kejayaan eksesais ANGSA 8/2013 boleh diukur berdasarkan beberapa aspek:

a.       Kesemua perancangan eksesais, telah dapat dilaksanakan sepertimana yang dijadualkan mengikut fasa yang telah ditetapkan.
          b.       Latihan yang dilaksanakan memperlihatkan keberkesanan kawalan           dan pemerintahan serta memberi peluang kepada Pegawai Kanan membuat keputusan dan dalam        masa yang sama memberikan     bimbingan kepada pegawai muda.
          c.       Pelaksanaan CPX berjaya mencapai matlamat dengan persediaan           perancangan dibuat dengan betul dan penghasilan keputusan yang           hampir tepat mengambilkira warfare domain, principal of war dan           persekitaran sebenar yang disimulasikan.
          d.       Corak perancangan yang dihasilkan adalah satu template     persiapan peperangan yang baik, yang boleh dikembangkan pada siri   latihan yang akan datang.
           e.      Semua peringkat pegawai dan anggota yang terlibat telah           mempamerkan semangat kerjasama dan saling memahami antara           perkhidmatan darat, laut dan udara.

       
        Eksesais ANGSA 8/2013, turut berjaya menerapkan elemen peperangan siber dan media.  Media elektronik telah dicipta dalam bentuk ’near real life’ di mana klip video  dan media cetak dalam bentuk keratan akhbar dilakukan.  Ianya didapati efektif dalam membentuk minda peserta.
         
Selain itu, Program kemasyarakatan, Projek Jiwa Murni turut diadakan sempena eksesais ANGSA 8/2013. Program ini dilaksanakan di Pusat Pendidikan Dalam Komuniti (PPDK), Nur Hidayah, Taman Krishnan, Seri Manjung, Perak. Program ini adalah merupakan salah satu daripada aktiviti kemasyarakatan peserta eksesais yang dilaksanakan khas bertujuan untuk mengeratkan hubungan serta kerjasama dengan masyarakat awam selaras dengan pelaksanaan program National Blue Ocean Strategy. Di dalam program yang dianjurkan ini, TLDM dan TUDM telah menyumbangkan peralatan fisioterapi dan menjalankan kerja senggaraan dan memperindahkan bangunan serta kawasan PPDK ini.

ANGSA 8/2013 merupakan lapangan terbaik bagi ketiga-tiga perkhidmatan khususnya buat TLDM dan TUDM dalam melaksanakan latihan bersama dalam senario peperangan maritim dan perancangan yang telah dihasilkan akan berupaya menyokong perancangan eksesais yang akan dating. Eksesais ANGSA 9/2014 dirancang untuk dilaksanakan secara latihan medan yang memerlukan perancangan lebih rapi untuk dijayakan.

Majlis Penutup Eksesais telah disempurnakan oleh Panglima Tentera Udara, Jeneral Tan Sri Dato’ Sri Rodzali bin Daud TUDM dengan kehadiran Panglima Tentera Laut, Laksamana Tan Sri Abdul Aziz bin Haji Jaafar dan Timbalan Panglima Tentera Darat Leftenan  Jeneral Dato Seri Panglima Ahmad Hasbullah bin Haji Mohd Nawawi melalui Video Tele Conference yang dipancarkan dari Pejabat Panglima Tentera Udara, Wisma Pertahanan, Kuala Lumpur. Sementara itu Pengarah Eksesais, Laksamana Madya Dato’ Abd Hadi bin A. Rashid dan Timbalan Pengarah Eksesais, Mejar Jeneral Dato Hj Affendi bin Buang TUDM serta peserta eksesais yang lain hadir dalam sesi Video Tele Conference dari lokasi Auditorium Zain, PUSTAKMAR, Pangkalan TLDM Lumut.

Kejayaan SELWA :TLDM tingkat pengambilan anggota wanita

LUMUT 15 Jan. - Bermula tahun ini, Tentera Laut Diraja Malaysia (TLDM) akan meningkatkan kuota pengambilan anggota wanitanya daripada empat kepada lapan peratus.

Panglima Tentera Laut, Tan Sri Abdul Aziz Jaafar berkata, langkah itu dibuat selepas mengambil kira sumbangan dan kepentingan wanita dalam perkhidmatan TLDM dan ia bakal memberikan peluang kepada anggota wanita untuk memperkembangkan kerjaya mereka.

Katanya, statistik terkini menunjukkan terdapat seramai 1,104 anggota wanita terdiri daripada 147 pegawai dan 957 lain-lain pangkat (LLP) dan ia bersamaan dengan 6.13 peratus kekuatan keseluruhan TLDM.

"TLDM tidak mengamalkan sebarang bentuk pilih kasih atau diskriminasi jantina dalam aspek pengurusan sumber manusia malah kita mengamalkan konsep orang yang tepat untuk pekerjaan yang tepat.

"Saya percaya kehadiran wanita dalam TLDM boleh melengkapkan pasukan dan boleh menyumbang ke arah pembangunan TLDM yang seimbang," katanya semasa berucap merasmikan Kem Wanita TLDM 2010 di pangkalan TLDM di sini hari ini.

Ketika ini pangkat tertinggi disandang oleh wanita dalam TLDM ialah komander dengan tujuh orang memegang pangkat itu.

Kebanyakan anggota wanita berkhidmat di pangkalan TLDM dan setakat ini, hanya empat pegawai iaitu masing-masing dua orang ditugaskan di dalam kapal iaitu KD Pahang dan KD Perak.

Menurut Abdul Aziz, TLDM sentiasa menghargai sumbangan yang dicurahkan oleh anggota wanita dan ia dapat dilihat pada bilangan anggota wanita yang dinaikkan pangkat pada sepanjang 2009.

Walaupun jumlahnya kecil kata beliau, anggota wanita TLDM berani mengorak langkah untuk menjadi cemerlang setaraf dengan anggota lelaki.

"Seramai 13 pegawai wanita dan 106 LLP wanita telah dinaikkan pangkat sepanjang 2009 dan ia merupakan 4.9 peratus daripada jumlah keseluruhan 2,430 anggota TLDM yang dinaikkan pangkat pada 2009.

"Pada tahun sama, seramai 190 anggota wanita juga dihantar berkursus di dalam dan luar negara iaitu sebanyak tiga peratus daripada jumlah 6,270 anggota yang dihantar berkursus," ujarnya.

Beliau memberitahu, sejajar dengan peningkatan anggota wanita yang berterusan, TLDM telah menubuhkan Sel Wanita pada 1 Mei 2009 dengan tujuan menjaga kebajikan wanita termasuk pembangunan kerjaya, hala tuju dan membendung isu sosial wanita.

"Banyak kejayaan telah dicapai oleh Sel Wanita TLDM dalam masa yang singkat seperti melantik pegawai penyelaras hal ehwal wanita di semua formasi, penggunaan baju mengandung TLDM serta bakal menggunakan tudung serta kasut kawad baru," katanya.
